Many things support the idea of ''Gotchard'' as an anniversary series:
* Gotchard is a grasshopper-themed Rider just like Ichigo was.
* The 50th anniversary would be a good time to experiment with formula-breaking like having non-rider transforming allies like Valvarad and a female Second Rider like Majade (similar to how Anime/SoaringSkyPrecure used Pretty Cure's 20th anniversary as a time to experiment).
* The villain group's fascination with gold ties into 50th anniversaries being called Golden Anniversaries.
* The presence of Kamen Rider Legend, whose powerset revolves around past riders and whose design is based on Series/KamenRiderDecade, would fit right in with a series about celebrating ''Kamen Rider's'' history.
** Having even the non-crossover riders use CardsOfPower calls back to Decade as well.
* Having ''Series/KamenRiderOutsiders'', a multi-rider crossover, run concurrently to and eventually intersect with ''Gotchard'', could have been part of the anniversary celebrations.
As for why it was pushed back? Probably because of how extravagant the suits are. Even Gotchard's distance suit remains fully shiny and detailed to match the alchemical metal themes, so they clearly put a lot of effort into its design. When it wasn't fully finished, however, they would've had to push it down in production order.
