To say that Stark-Tech is more advanced than all of that is high praise, and the more notoriety Peter gets the more people like David will want to get a reading on Peter and his powers. It is shown that he has machines and computers that can literally read the specks and stats of a quirk. So imagine what would happen if he saw Peter and either tricked Peter into letting himself get scanned by it or if David used a handheld version to scan him when he isn't looking.
