Vigarde. Granted, the code would also have you believe that the two Renais Generals present were Moulder and Vanessa, and that Gilliam was moonlighting as a Renais castle guard, but this can be chalked up to the nature of game development.

More specifically, she's been told by numerous sources that is an ImpossibleTask. Since this is fiction, you expect her to be able to do the impossible and, naturally, save the day with ThePowerOfFriendship.
It gets averted.

Fado's final moment shows an enemy General and Necromancer approaching him. The Necromancer, of course, must have been Lyon; and the only General likely to have accompanied Lyon (and whom Lyon would stand behind and to the left of) was Vigarde.

Everyone refers to him as "The Demon King" because they don't want to attract his attention by saying his name.

At first, it seems weird that is so vastly different between routes. However, it would make sense if Fomortiis was deliberately changing things up depending on who he's talking to, and it's even more logical when you look at each twin specifically. Basically, Fomortiis never had "less" control in Ephraim's route; he's just messing with Lyon and both twins in different ways.
