That's because you're playing a member of Echelon, the group of mercenaries that can be hired by people. They're out in the Bay due to Varus hiring them. And given the state of the world in Defiance and a lot of the FridgeHorror that the show and game have presented, there's a good chance people are desperate for money, even the mercs of Echelon, that they'd be willing to literally fight and kill each other for cash.

* Though it appears that Humans and Castithans can interbreed naturally, it appears that other species of Votans aren't as easily possible. In one of the Season 2 missions for the game, you are tasked by Eren Niden to help gather a medical history on a person who is the first Human/Irath crossbreed. It's explained that the mother was a geneticist, and was able to figure out a way to crossbreed humans and Irathiants (which wasn't possible due to the Iraths having an extra genetic genome that humans do not). So, it's possible for at least one species to do it naturally, while others may require some medical science to help.

Though Season 3 does a good job at wrapping up that season's story in a way that it could serve as a series finale, if Season 4 had occurred, The Omec would have come back, with Nolan and Yewll as their prisoners. And due to them wanting blood for the death of their leader, this would have resulted in an Earth/Omec War, which would have not just only played out in the town of Defiance, but in the Bay as well as they attempted to take over the North American continent.

* Semi-jossed, as Season 4 happened in the game, at least for the Bay area, with the local E-rep forces teaming up with a well-known VC unit, the Ekaru Kome, to take down Dark Matter's even more fanatical offshoot, the Neo-Votanis Front. No Omecs, though some of their tech does show up, implying Tev'gin likely traded it in Defiance and it found its way to the Bay area eventually.

Other than the obvious real world BTS reason as to why we never see Indogenes wearing T-shirts and shorts, there's a reason behind why Indogenes wear clothing that covers most of their bodies: skin-on-skin contact causes sexual stimulation. We've seen hints of this with how Lev rubs her forehead against Doc Yewll's in the Season 2 episode "Put The Damage On". For Indogenes, their hands and forearms are the least sensitive portion of their body due to their constant interaction with their environment and others (as we have seen Doc Yewll use her hands without gloves and Eren Niden is seen being gloveless and has her top's sleeves pushed up her forearms. But when you see any Indogene covered in head-to-toe outfit, the areas covered are more sensitive to sexual stimulation. This idea goes into Fridge Horror when you consider when Nolan cuts off a piece of her skin to use on T’evgin's injury in Season 3, as it explains why she acts the way she does afterwards.

Other than the obvious real world BTS reason as to why we never see Indogenes wearing T-shirts and shorts, there's a reason behind why Indogenes wear clothing that covers most of their bodies: skin-on-skin contact causes sexual stimulation. We've seen hints of this with how Lev rubs her forehead against Doc Yewll's in the Season 2 episode "Put The Damage On". For Indogenes, their hands and forearms are the least sensitive portion of their body due to their constant interaction with their environment and others (as we have seen Doc Yewll use her hands without gloves and Eren Niden is seen being gloveless and has her top's sleeves pushed up her forearms. But when you see any Indogene covered in head-to-toe outfit, the areas covered are more sensitive to sexual stimulation.
