He's clearly scared of the angels - and, as seen in the first Gabby-less letters segment, when Gabriel and Francis first met (when Francis was at his lowest point and begged for help), she used the full power of her angelic voice. Francis also revealed that Gabriel believes that everyone deserves a second chance. According to Christianity, when you're human, either you're saved or you're not, so that rules out Francis being a human soul working on his redemption. So Francis may be a fallen angel who's currently working toward that goal via community service.

As shown in the Easter episode, Francis keeps painting esoteric symbols, perhaps as a warning? And in the recent videos, he is trying to follow the script, albeit with Zag in the lead role. He does sound a bit more anxious than usual, perhaps now realizing that something is wrong with this picture...
