Its only logical to conclude it broke up because Clodgall died. A shift to medium sized clans wouldn't be something that happened overnight since the clanheads aren't all the same age and won't die all at once so Clodgall will have to die soon for this shift to get well underway.

As shown in the chapter 71 epigraph the empire has a history of manipulating the mail of others to manipulate them:
