The reason is censorship to avoid the game getting a higher age rating; the developers weren't allowed to show her nude body in full (when she's seen held by Sephiroth, she'd wrapped in a sheet), couldn't show the stump of her decapitated head, and couldn't make her blood look realistic. Motomu Toriyama has said the appearance of the trail of blood through the Shinra building was particularly a pain to get through the censors and it had to be checked numerous times.
