Jim isn't responsible here, Michael is. It was Michael who didn't have the courage to do his job and tried to offload his responsibilities to someone else and who agreed to have Dwight pick the healthcare plan while planning to scapegoat him afterwards.


* KarmaHoudini: Jim is the one responsible for setting off the plot by suggesting that Dwight take over determining the health care plan to Michael, meaning that the ending in which nobody gets what they want is his fault, yet he doesn't suffer that much for it nor does anybody find out his part in it. Though in Jim's defence, he presumably assumed that even Dwight would have sufficient common sense to choose a halfway decent health plan.
