The runabout isn't fast enough to outrun it to begin with, and in his haste Nog has pointed them directly at Jem'Hadar-controlled territory. If they try to change course, the fighter will catch them that much quicker, but if they do nothing they'll either be intercepted eventually or another ship from another direction will see them. Once the former enters weapons range, Nog drops out of warp to fight back, figuring a lopsided battle on their terms is better than nothing, giving the ''Valiant'' the chance to pull a rescue.

There's also the implication that Watters is deliberately misconstruing orders to keep himself in command and earn glory, since Worf notes the ship went missing eight months ago, rather than returning home and going back to a cadet, even though he would have plenty of other opportunities if he had the humility to earn his way into Starfleet from the ground up.

In the episode it's stated that the crews orders months ago were to obtain a scan of the battleship. Watters makes no secret that they've been trying to complete the mission for the past 8 months, even though the actual officers in charge at the start are now all dead. There are no details suggesting the orders themselves are dubious, though common sense should merit that Starfleet would want an update on their mission status sometime within those 8 months.
