He would send Paulie after fake blueprints to lure them out of hiding, then he would shoot and kill Nico Robin, denying the World Government the means of finding the existing Pluton while the real blueprints are safe in Franky's care. Two things he didn't anticipate caused this plan to fail, however. The first was the 'demon' Robin telling him she was sacrificing herself to save her friends, which humanized her in his eyes enough that he couldn't bring himself to kill her. The second was the [=CP9=] members having been undercover in Galley-la for longer than he thought. They had been present when Cutty Flam returned and knew he was still alive, and therefore the obvious person to have the blueprints after they confirmed Iceburg had given them to someone already.
