The sex with Dee was nonconsensual. The references to him having sex in seasons 1 and 2 could easily be chalked up to Early Installment Weirdness. During the years he obsesses over the Waitress, he expresses little interest in anyone else. It was absolutely intended as an out of character moment and part of the overall idea that everything is different on the mountain.

He and Mac hired several hookers when they steal Frank's money, Charlie tried to have sex with strippers (both when he was crippled, and when Frank lost his memory) he was turned on by Dennis' errotic doodlings, and he had sex with Dee in "The Gang Misses The Boat" (albeit he regretted it afterwards)
