** Penguin mentions to the press at the opening of the Iceberg Lounge that Ed Nydgma is ensconced in Ice due to having a rare brain disease, and as such has been frozen until a cure can be found in the future. This is a clear reference to Nora Fries from the comics (which is her traditional status as a LivingMacguffin and equally the same motivation for Mr. Freeze going evil in the comics to pay for her cures and treatment, as well as her continued freezing). [[ChekhovsGag Bruce mentions this again to Penguin later on.]] Nora in this continuity was already killed off when Freeze was introduced as she could suffer no more.

surprised this isn't on the page, given it's mentioned twice.

Never Gonna Give You Up is not originally a DC meme. Continuity Nod isn't simply telling what happened before, it have to be meaningful.

* AscendedMeme: The band at the wedding in the beginning is heard playing a retro-style cover of Music/RickAstley's "[[JustForFun/RickRoll Never Gonna Give You Up]]."

* ContinuityNod: Zsasz reminds Tabitha she killed Penguin's mother, so it's only fair that he takes the club from her.

* LaserGuidedKarma: Penguin may avoid jail time, but he's utterly humiliated publicly by the end of the episode.

City Of Weirdos is being cut per TRS

Three months after the Tetch Virus epidemic, life has returned to normal in Gotham -- well, [[CityOfWeirdos by Gotham's]] [[WretchedHive standards]]. Penguin may no longer be mayor, but he still rules the underworld, "licensing" crime to bring the city to order, much to Gordon's chagrin. Some new-in-town crooks break Jonathan Crane out of Arkham in a foolhardy attempt to go toe-to-toe with Penguin.

It is localized to Gotham, not a pandemic.
