Possible explanations include that it was simply lost by Delenn and her helpers (although this only works if the path from where the body was lying in state to where she hid the urn with the remains passed by those quarters), or that it was left there deliberately to frame the pak'ma'ra (except her stated intention to explain the body's disappearance as a religious mystery would seem to go against this). With neither of these possibilities fitting, it's simply left unexplained.
