Even if such Pokémon are generally bad, they're going to have something they're able to do, and if they can do it fast, [[NotCompletelyUseless they can have use found for them]]. This, as well as the fact that many great Pokémon tend to be great in large part thanks to their Speed stat, is testament to the importance of moving first. And that's why Speed...
