This is explained as part of the reason for the rise and fall of empires - the great power of the day is whoever has the most magical power without a significant fraction of their population having developed resistance to it. A magician's power is based on enslaving spirits and [[TheMagocracy the societies]] they create are invariably oppressive to the non-magician humans as well, and suffer internal strife when the magic of lesser spirits becomes insufficient to keep them down.
