The joke is a variation in sarcasm. Where most sarcasm is announced by the tone of voice, making it immediately apparent as you say it, this joke is intended to trick the listener into thinking that the statement was earnest, only to reveal the sarcasm at the very end. It was popularized by the SNL sketch and subsequent movie ''Film/WaynesWorld'', but the basic format can be traced at least as far back as the 19th century, when "...I ''don't'' think!" was the standard conclusion.

This usage of saying something then saying "NOT!" at the end actually goes all the way back to the 19th century (when "...I ''don't'' think!" was the preferred form); it just became cool again back during the 1980s. It was popularized by the SNL sketch and subsequent movie ''Film/WaynesWorld'' (along with ThatsWhatSheSaid! and other TotallyRadical {{stock phrase}}s of TheNineties). While the expression itself is [[DeadHorseTrope rarely played straight anymore]], it had a short-lived successor for TheNewTens in "..., said no one ever." in the first half of the decade and "nobody:... me:..." in the second half.
