Galbadia doesn\'t run Galbadia Garden, despite its proximity. It\'s a See D training facility the same as Balamb Garden. While the mobile Galbadia Garden is used in battle against See D, that only happens after Galbadia Garden is forcibly taken over by the Sorceress and the Galbadian army to use as their base of operations, something which Galbadia Garden\'s actual headmaster was strongly opposed. Also, Garden students who don\'t graduate into See D still have sufficient training to qualify them for just about any military or security-related job they could want, and several former See D cadets are shown having taken such jobs, so \"expelled\" and \"abandoned\" are not really the right terms.
