For obvious reasons, most of what they fire misses... and what goes up, must come down! down!Larger-caliber AA guns tend to fire explosive ammunition, with either a timed fuse to detonate at the altitude of the target or starting partway through World War II (and over time expanding to progressively smaller calibers) a proximity fuse to detonate when it gets close to the target. The latter normally also has a backup timed fuse so that it'll blow up high in the air if it misses its target. Thus, what goes up will come down in much smaller pieces, and thus is actually far less dangerous to friendly forces or civilians than smaller-caliber AA shells. There have been several occasions when the air defense response caused more damage on the ground than the actual air attack, particularly when the gun crews thought that something was there and so shot at the clouds, but were in fact mistaken. One of the most famous examples of this in RealLife being The Battle of Los Angeles . It's standard strategy to launch decoys to fool opponents into wasting ammo.

Part of this is justified by the fact that he was doing this in one of the least densely populated places in the United States, but still, every time he did this, there were people with him who could have been hit.

* Series/MythBusters showed that this happens as long as the rifle/pistol is not pointing perfectly straight up into the air - on the fluke chance that it is, the bullet will just drift. Of course, the ability of your average celebratory shooter managing this is not all that high. Warning: Science content! A bullet fired straight up, or very nearly so, will expend all of its momentum in gaining altitude, less a little bit lost to air resistance. It will then fall back down, its velocity limited by air resistance. A bullet fired at an angle, however, even a steep one, will still have a very high velocity when it comes back down.

This is why they awarded the trope when they tested with all three conclusions -- Busted, because they couldn't replicate it in the lab; Plausible, because people don't naturally shoot straight up; and Confirmed, because of the many, many verified reports of injuries and fatalities from hospitals all over the world of bullets shot into the air and still coming down with enough force to seriously injure or kill.
