Adding a could-have-been real life example.

* While he did not exactly use science to become the Emperor, King Sejong the Great of the Korean kingdom of Joseon promoted science as a means of expanding his kingdom's power. As a scientist himself working with the brightest minds at the time, the invention of the current Korean orthography and various astronomical and meteorological instruments are attributed to him, as well the compilation of medical and chemical treatises. He was also the main drive for the refinement of the Hwacha ("Fire Chariots") -- mobile artillery platforms that could fire 200 rockets at once. Seeing as how these scientific projects were carried out in order to empower his kingdom and did contribute to territorial expansion, it's not too far-fetched to say that King Sejong wanted to become an Emperor Scientist.

* Emperor Palpatine is, in addition to a shrewd, manipulative politician, also an absolute master of TheDarkSide of the Force, the most powerful one in many centuries, and one of the few people known to have found a way to cheat death. Before his downfall, he was in the process of writing a book series about the Dark Side. It was meant to span more than a hundred volumes.

As a final reminder, this trope applies where a character attains supreme power through their superior knowledge. Literal Emperors who also happen to be scientists (and there have been a couple) are RoyalsWhoActuallyDoSomething.

\n* Charles zi Britannia may have some elements of this. At least, by the standards of science set in the show, since he seemed to have spent a great deal of time working on the Sword of Akasha, and had a near-complete understanding of the AppliedPhlebotinum found in the show. His (technically older) brother V.V. is a much straighter example. He's the head of the Geass directorate which studies geass and would have been emperor if he hadn't of received a Code when he was a kid.

** StarGate loves this trope. The Goa'uld OmnidisciplinaryScientist Anubis and Stargate expert Ba'al also started out as scientists before ascending to the role of GodEmperor.
** In StargateAtlantis, the commanders and scientists of the Wraith are usually the same people (always at least the same caste); most prominently, recurring BigBad Michael and recurring LovableTraitor Todd, both of whom had great skill in genetic manipulation. (The Wraith are normally ruled by a Queen, but the Queen of Todd's Hive died and Michael created his own armies from scratch.)
