Whether it's believing all the Heer Stekeveel would run to the Hutter Kingdom given half the chance or believing that Xonexi is a spiraling pit of anarchy, division and bloodshed. Barring a few exceptions, Rambert seems almost blissfully unaware of how offensive he is being.
