** It's also revealed by the end of the trilogy that Bayaz's main servant, Yoru Sulfur, is himself an eater. Sulfur's also the one who's been doing the majority of the coordination for Bayaz's activities through Valint & Balk, thus it's not unreasonable to assume that he's instructed the officials he has under his thumb to turn a blind eye to any of the murders he commits in service of supporting his powers as an eater. Since Goyle didn't know about Tolomei's existence it's likely he assumed Quai's murder was Sulfur's work and knew that was something the Inquisition is absolutely not supposed to stick their noses into.
