* Why was Harris, a man openly opposed to the COP program, put in charge of it? The Commissioner suggesting that Harris sabotage the recruits in the first movie was because he was opposed to the lowered standards. But the COP program was being backed by the local governor, and was being touted ''internationally''. Having the program fail on its pilot class while at the same time trying to show off the concept as brilliantly innovated to police departments around the world is a great way to make your city's police department look like a bunch of fools. Which, by extension, makes the Commissioner look like a fool.

** Admittedly, it's been a while since I've seen the movie, but I think it's because the COP program was being held at the precinct that Harris was captain of, so Hurst probably put him in charge by default. If the majority of citizens taking part were reasonably competent, Harris probably wouldn't have objected to the program as much...but then again, if the majority of citizens were competent, it wouldn't be much of a Police Academy movie.
