The second refers to fake gods, such as Zeus/Persephone/Artemis, which are harmless inventions of folklore. The God Hunters didn't need to censor the latter type of "god", because it was so different from the former.

In response to your question, the Syndicate aren't ''completely'' crazy: they know that some gods are more dangerous than others, and obviously prioritize the "nicer" ones to be resurrected first. (Presumably, after Damned Harmony's attempt to murder Crying Grudge and undo the Syndicate's hard work, he got kicked to the back of the line.) It seems the Syndicate were a bunch of unrelated individuals who worshipped different gods before the Great Betrayal [[EnemyMine forced them to form a group]], so agreeing to resurrect ''all'' gods was probably the best compromise they could've come up with.
