Since they can't kill him (most likely because, considering Veronica's abilities, he can make insanely powerful bodyguards for himself), they go after Fran and the research lab, probably in an attempt to hurt him indirectly. Since she's constantly doing work for {{Yakuza}} and political figures, it wouldn't matter to her if she charged some people a little bit less. So long as the patient lives and there is a contribution to medical science to be gained, she'll perform surgery.
