That, and considering he introduced Yakou to Fink, he also basically let the only detective chief in Kanai Ward kill his own head researcher under the manipulations of the Peacekeepers' director (all of whom he's their superior to) as part of his own elaborate plan; basically meaning he's ''completely'' fine with letting chaos of that level happen between his own subordinates. His level of corruption is ''immense'' for just one man leading a corporation considering all of the things that he's responsible for and that he's taking advantage of his identity as Number One's clone.

The homunculi need the nutrient makeup of human flesh on a regular basis, but it's not the only thing they can eat. Kurumi notes she has a meat bun at least every few days, and there's no way she eats nothing in between. Also, if I recall right Makoto is implied to be a bad cook as well, so it presumably is a Yuma thing.

However, Yakou was disgusted by the food to the point that he accused Yuma of poisoning him and the both of them agreed that it was because of Yuma's amnesia making him forget how to cook (even though the food looked good). Though this scene was PlayedForLaughs, it becomes ''much'' more jarring when it was later revealed that Yakou and every other resident of Kanai Ward are homunculi. Homunculi can only stomach human flesh and the meat buns would later be revealed to be made from human corpses. So, Yakou rejecting Yuma's food wasn't because the food itself tasted bad. It was because, as a homunculus, Yakou can only tolerate the meat buns made from human corpses hence his obsession for them.
