Thanks to the Will of the Misaka Network, Mikoto, and the whole ordeal with Othinus, he was able to reject the notion of living in an ideal world, so he would be able to challenge the power, with a few others.

Logic on this is supported by several things:

** Academy City is not a gilded cage raising an army. It's Crowley's petri dish, and everyone in it is part of the experiment.

### It encourages the idea that it's ok to use lethal abilities on regular people.

This is only encouraged by the fact that level 3s, 4s and 5s get massive discounts in the marketplace in addition to their lives being funded by multi-million dollar military paychecks. I could go on forever, but I think I've provided enough evidence to safely say that Academy City is more of a threat to world stability and a bad actor on the political stage than, say, the religions (magic) it's trying to wipe out. I'm honestly shocked that Hamazura hasn't released the data he has on Parameter List yet.

** If you actually read the series this is adressed, God's Right Seat is a secret magic organization of the Vatican who was created to advice the Pope in magical matters related to the Church but with time gained power and started making questions that would be considered heretical by normal believers like questioning the existence of God and trying to discover a way to contact him. The dilution of the original sin to gained angelic and divine powers in exchange of normal magic is part of their plan to reach 'God's Right Seat' as angels thus contacting God. Every member has his/her own beliefs as shown in-series, only Fiamma is interested in the position of La Persona Superiore a Dio and it's merely because he wants to use it to save mankind from itself. Vento and Terra are simply fanatical Christians and Acqua is a mercenary that wants to help people. It also help to remember how the Magic Side works in the series. All the Churchs in the series found that to fight against magicians they needed to use magic, thus leading to the creation of organizations like Necessarius (the Church of Necessary Evil) viewing it as literally that, the lesser evil. But with time the magicians in the churches obviously ended up being the most influential and powerful people in the churches, giving more importance to magic and thus making the Churches the biggest magic cabals of the world (so magicians won in the end). The members of this Churches are usually magicians first and religious second.

* Touma is the only known person with the ability to cancel out anything out of the ordinary, and due to how he fights his opponents, Touma represents the true nature of humans. Think about it, he figures out normal ways on how to deal with supernatural opponents, is firmly grounded on reality, and relies on his own skills rather than on his abilities, and [[{{Determinator}} if you kick his ass he will just get back up]].
