The author decided that this would only be possible if Pete was abusive towards the whole family, and PJ goes into detail on how he both hates and fears Pete and speaks of specific attacks and how Peg tries to defend them, while also explaining why he covers it up and telling the reader that the violence can stop for months at a time but always seems to resume.
