* SaveTheVillain: After killing the Prophets, Fusou gave the races of the former Covenant a chance to rebuild and return to their pre-war society. Justified because many member races of the Covenant were misguided and lied to waging war on humanity. Furthermore, Fusou wanted to avoid putting the ex-Covenant races in a very disadvantageous state and thereby reverting back to their Covenant ideology.
