Then, the Imperator gets active in reaffirming his control over the City, using the Tops Police to wipe out any remains of the Star League, recruiting the Black Squadron's remaining members into them as well. Archmage-in-training Ban steps up to the menace the Magister posed after his death, as Shiki and Souki's sister-clones are driven crazy and try public attempts at killing the Imperator, and even the fugitives. The story is that of Downtown assassin mechanic {{Ninja}} Ryoku. He lives alone since he remembers, and is known as "The Man with the Mask" through Downtown Police and Mafia alike. Despite two years of action without getting recognized, he gets captured while rescuing high-profile criminal Yozabu [[FriendToAllLivingThings for no apparent reason]]. Yozabu then proceeds to liberate him along with a mysterious girl named Mei in the process, getting captured in the process. Ryoku gets entangled in their struggle against the Downtown Police, specifically the Black Squadron, a team that seems devoted to keeping Yozabu and Mei in check. Ryoku discovers the involvement of the Star League (the Upper-City's magician class). Their run is stopped when the band saves a girl dumped from the Upper-City from the Downtown Police's custody. The team of four escapees manages to put out the Black Squadron before attacking the Downtown Commissary to end their captivity in Downtown and allow the team a quick way up to the Upper-City. Ryoku eventually kills the Commissary, and Downtown entirely goes down in an earthquake due to the man's DeathActivatedSuperpower. After a second meeting, Ryoku manages to shatter the snake mask, revealing a female face that seems too familiar. The Serpent eventually escapes and Ryoku understands from her way of escaping that the Star League has a hand in that, so he takes his friends' path of war against the Star League. Through the course of several fights, he discovers the Star League's involvement with the pillagers who ransacked Downtown, as well as re-meeting the Serpent as Juuki, a psychologically-unstable agent. He soon attracts the attention of elite mage Kasaru, eventually allowing Yozabu. The story is that of Downtown assassin mechanic {{Ninja}} Ryoku. He lives alone since he remembers, and is known as "The Man with the Mask" through Downtown Police and Mafia alike. Despite two years of action without getting recognized, he gets captured while rescuing high-profile criminal Yozabu [[FriendToAllLivingThings for no apparent reason]]. Yozabu then proceeds to liberate him along with a mysterious girl named Mei in the process, getting captured in the process. Ryoku gets entangled in their struggle against the Downtown Police, specifically the Black Squadron, a team that seems devoted to keeping Yozabu and Mei in check. Ryoku discovers the involvement of the Star League (the Upper-City's magician class). Their run is stopped when the band saves a girl dumped from the Upper-City from the Downtown Police's custody. The team of four escapees manages to put out the Black Squadron before attacking the Downtown Commissary to end the captivity in Downtown and allow the team a quick way up to the Upper-City. Ryoku eventually kills the Commissary, and Downtown entirely goes down in an earthquake due to the man's DeathActivatedSuperpower.
