Alan Moore intended him as a deconstruction of the black-and-white morality of heroes like Mr A, showing how someone who insists on seeing the world in such rigid terms with absolutely no room for nuance or lenience would come across less as a brave exemplar of moral integrity and more as someone completely unable to function in the world in any real capacity.

However, despite Veidt's motives, his actions to save the world are beyond anything Rorschach can stomach, and sends him into a mental breakdown.
