He repeatedly shouts at all of his workers to put their safety first, evacuates them from a digging project at the first sign of danger, and ensures they all have break times and overtime pay. When he proposes raising taxes, he ensures that it's never beyond his people's ability to pay and to raise wages proportionately with the region's growing prosperity. It gets to the point that when Lloyd is on the verge of going into debt to construct a new sewer system, all of Frontera rises up and offers to work for him for free to help finish the project.
