Ignoring that creating clones is a big feat in itself that would have gotten her the recognition she wanted, Claire would intentionally mistreat and abuse the iterations under the belief that this would somehow make them into the perfect iteration, and when they inevitably failed to meet her standards, she killed and disposed of them. This lack of progress is likely what led to the government cancelling all funds for the project, and definitely led to Icarus murdering her abusive creator. Had Claire been satisfied with what she did, she could have found much better success.
