They have to be unlocked one at a time from Shifters, or lucked into when buying biometrics. Slightly remedied by the Guardians of the Galaxy patch, which specifically makes Hulkbuster bios a possible reward for Villain Siege, but even then, it's a long grind to get him to a rank high enough that his high base stats and growth keep him competitive with other members of the roster.
