Even though he spent most of the time jump between Nisei and the original series in seclusion, he was technically a Justice Choujin during that time. Lightning points out that deep down inside, even though he's trying to act like a Perfect Choujin, he has Justice Choujin views deep down inside. This is proven because Neptuneman goes out of his way to save his partner, Mammothman, twice. Once this revelation is shown, the disillusioned Mammothman leaves Neptuneman with a completely destroyed arm and at the mercy of the Five Disasters. Despite all his attempts to be a Heel during the Ultimate Tag, he was still a Face deep down.
