!!Wirepullers of Smart Brain
!!!Portrayed by Creator/GoroNaya, Creator/SeizoKato and Creator/ShozoIizuka

Another trio of movie exclusive characters, they are the secret leaders of Smart Brain and TheManBehindTheMan to Kyoji Murakami.
----
* GreaterScopeVillain: The true leaders of Smart Brain, though they let [[BigBad Murakami]] run most of the day-to-day stuff.
* HijackedByGanon: Notably, one of the Wirepullers is voiced by Creator/GoroNaya which is interesting given how it's been stated that every "Great Leader" voiced by Naya is the same character.
* MinorMajorCharacter: Despite being the true leaders of Smart Brain they only get one very short scene in ''Paradise Lost''.
* YouHaveFailedMe: [[spoiler:After Murakami fails to kill Faiz they have Smart Lady execute him.]]

* {{Hypocrite}}: Proclaims that Orphnochs are inherently inhuman inside and out, yet is arguably the worst monster in the show. Even Smart Brain's Orphnochs, however twisted, are driven by a sense of survival for their kind.
* HumansAreTheRealMonsters: Arguably the best example in the franchise, particularly among the ones who are called "Kamen Rider". Orphnoch DNA allowing him to use the Gears aside, he's fully human, yet outdoes Smart Brain in sheer inhumanity and callousness. They commit their cruelties in the name of their kind's survival. He commits his out of self-entitlement, pettiness, and spite.
* ItsAllAboutMe: ''THE'' defining aspect of his character. He will stop at nothing until he himself lords over everyone else, even if they are fellow humans.

He's murdered by Kiba, who had finally snapped at this point and joined Smart Brain, all of which is largely his fault. And Kiba does the deed with the Kaixa Gear he's just stolen from Kusaka. Moreover, he dies alone, the others nearby looking for him, missing him by a few meters, and him unable to get their attention as he fades away like the wretch he was in life.

* NominalHero: Kusaka isn't so much of a hero or even anti-hero as much as he is a villain who just happens to hate the threat the heroes have to fight. And even then, he takes it further than the heroes have to by determining every Orphnoch he sees, or just anybody who gets in his way in general as so evil they only deserve the worst.
