The titular financier, whom Halcyon seeks to either capture or eliminate and steal his past transactions.

Added DiffLines:

* DefiantToTheEnd: Should his vault door be breached in loud, he'll attempt to shoot the Freelancers with his Raven even when cornered.
* ProperlyParanoid: His apartment is littered with security cameras that don't require an operator, has bodyguards that will raise the alarm in one minute if four of them are killed or knocked out, and even has an alarm that is set to sound after one minute if he's killed or knocked out. Given that Halcyon is searching for him...
* SharpDressedMan: Is dressed up in The Capitalist's costume.
* UncertainDoom: The mission description for "The Cache" mentions how Phoenix lost all contact with him after the events of "The Financier", and the Freelancer is assigned to transfer his holdings to more secure Phoenix accounts. [[DownplayedTrope The wiki lists his status as deceased]], though exactly how he died is uncertain.
