A troubled boy, Roy Harper was taken in by Oliver Queen as his ward. Using his own skill with a bow, he fought alongside his mentor as Speedy. Speedy would go on to be a second generation member of the Titans. After the death and funeral of Jason Todd, Roy quit the Titans by throwing his feathered cap in Green Arrow's face at a press event. Roy would go off on his own as a member of League of Assassins, remaking himself as Arsenal. He and Cheshire would later have a daughter, named Lian Harper.

He's also a founding member of the Outlaws, a group of anti-heroes led by Jason Todd along with Starfire, Donna Troy and Huntress.

* AcePilot: Roy knows how to fly most types of aircraft, including helicopters and spacecraft such as the Javelin.
* ActionDad: The father of Lian Harper courtesy of Cheshire.
* ArmCannon: His weapon as Arsenal. The arm also have a three shot sonic blaster which can be fired from the arm's wrist.
* ArtificialLimbs: He lost his right arm by Dumah and now replaced with a cybernetic arm. The attachment works "around" Roy's nerve endings and actually enhances the pain he already feels. It hinders his ability as an archer to the point that he's stopped using a bow. It also features a grapnel line, lock-pick release device, wrist blade, communications equipment, and several small storage compartments which Roy uses to store first aid supplies, evidence, and a couple of cigars (he and Jason have a tradition of smoking cigars at the conclusion of a succession mission).
* BadassNormal: Well, he was trained by Ollie, after all.
* DeadpanSnarker: Like Jason, more deadpan than snarky.
* FatalFlaw: Self-depreciation. Roy has terrible self esteem born out of the abandonment issues he suffered through when he was a kid. As an adult, Roy is constantly worried about slipping back into his drug addiction and fears he's neither a good person, superhero or a good father to Lian.
* FieryRedhead: He's more prone to angry outbursts than his mentor who, while outspoken, is downright passive compared to Roy.
* GoodIsNotNice: He's a hero, but is a jerk to his mentor, his teammates, and even the people he's rescuing.
* GunsAkimbo: Roy is exceptionally skilled in the use, maintenance, and construction of most types of weaponry. Roy is a skilled marksman and gunsmith. Roy is responsible for the custom firearms and ammunition which both he and Red Hood use in the field.
* HandicappedBadass: He lost his right arm by Dumah [[spoiler: aka Jason Todd]] and had to replace it with a robotic arm as a result.
* HeroicBSOD: Following his arm being hacked off.
* HeroicWillpower: According to Hal Jordan, Roy might have what it takes to be a Green Lantern. This might just be Hal wishing to replace Guy for another redhead, but maybe there is something to it. Roy is definitely stubborn and brave to a fault.
* HeterosexualLifePartners: With Jason Todd.
* HiddenDepths: Roy used to be drummer for the band ''Great Frog'', while still a member of the Titans.
* JerkWithAHeartOfGold: Despite his jerkass nature, he does genuinely care about his friends and secretly looks out for them.
* LegallyDead: After the soft reboot. Roy Harper is legally dead, he use an alias as legal identity under the name of James Harper Jr.
* LeParkour: While nowhere near as proficient as Dick Grayson, Roy has displayed on many occasions that he is an expert in acrobatics, and often uses this skill while evading enemy fire.
* LongRangeFighter: Like his mentor, he's a master of archery. Unlike Green Arrow, however, he has no qualms using guns after he sets out on his own.
* OfficialCouple: With Donna Troy
* PapaWolf: To Lian, obviously, one of the most adorable and well-adjusted kids in comic book history. Despite requiring nannies from time to time, he never deprived her of love and attention and the two have had an amazingly adorable and loving relationship.
* PermaStubble: He grows this as Arsenal.
* RageQuit: After Jason's Funeral, Roy quit the Titans by throwing his feathered cap in Green Arrow’s face at a press event.
* RedIsHeroic: He has red hair and a hero. His first superhero outfit was completely red, except the yellow hat; his second costume is both red and black.
* ReallyGetsAround: Roy is infamously this with Jade Nguyen and Donna Troy.

She would later be pregnant with Dick Grayson's child. There weren't any pregnancy symptoms, except an urge for nesting, which she mistook for a call to liberate her people. When she tried to challenge Komand'r she suddenly started vomiting and was beaten by Komand'r. She was imprisoned and Komand'r took her child, Mar'i. After being saved from death by resistance fighters she led a rebellion, but eventually her forces were crushed. Mar'i told her mother to save herself. When she was coming to Earth she decided to forget about it and would imprisoned ARGUS for her crimes.

* NighInvulnerability: Capable of increasing her density to the point of being Immune to Bullets and causing a mobster to break his fist on her face.
