I think that's a stretch- the implication I got was that he uses visiting Emily as an excuse to hire a few hookers, definitely not that he molested her. Emily never really acts like she got molested or makes any mention of it and Campbell himself only seems interested in ADULT prostitutes.

* AuthorityGrantsAsskicking: He's not in Corvo or Daud's league, but despite being a skinny older man he's at least as good as an {{Elite Mook|s}} if you challenge him to a fair fight. He's notably a better fighter than High Overseer Campbell, his own [[TheDragon Dragon]]. The Outsider even claims that he would have fought harder had he not become a DeathSeeker by the very end.
