On his coming of age ceremony, the instant he turned 15, he was sent off, personally, to rule the Shiorel Reef, the galleon that delivered him and his supplies not even sticking around to see if he landed safely. Not only was the land he was sent to rule completely barren, but it's so far off the trade routes that even pirates don't go near it.
