Not only were Hoster Tully and Ned Stark not fooled by his attempt to use the Mountain as a scapegoat to avoid repercussions, but Ned declared him to be an enemy of the crown. It's only thanks to luck, with Robert's death, and to others' scheming independent of his leading to Joffrey and Cersei getting power that Tywin managed to get away with being an enemy of the state and to avoid retribution from the Iron Throne.
