This is a stark contrast to Oliver Queen, the Green Arrow, whose main priority is restoring balance and order by removing the city's villainous underbelly. Anarchy is always giggling maniacally and bouncing from place to place while Oliver rarely cracks a smile and is very methodical in his actions.
