Hate to quibble, but I don't think Super Saiya-jin have big foreheads. What they have is a combination of: usually big, arching eyes reducing to an angry narrow expression; any fringe (along with the rest of the hair) shooting straight up, exposing the forehead; and finally (in the case of SSJ 3) a lack of eyebrows. Compare Vegeta. He looks exactly the same in regular form (constantly sneering and with hair that rebels against gravity) and appears to have a huge forehead.
