Would the Kingpin from the Marvel Universe be an example?
Mister Six: I'm not as up on my Marvel comics as I am on my DC ones, but I would have thought he was more of a gangster boss rather than a diabolical mastermind. Isn't he purely in the drugs/prostitutes/money laundering trade? Or does he have genuine big-scale schemes like Lex Luthor does?
Ununnilium: Yeah, he's more the "actual criminal" type than the "moohaha Death Trap" type.

Uknown Troper: For that matter, aren't all of the anime examples too? Far as I can see, they're all far more, shall we say, 'supernatural' than 'criminal'.
