Once the mess is sorted out, I'd like to nominate Livius Erimond, from Inquisition (this post can serve as a template for his official nomination, if nothing else).

Erimond is a Magister working for the Elder One who infiltrates the Grey Wardens in order to trick them into summoning a demon army for the Elder One to use, taking advantage of a group of desperate people afraid that they're about to die or turn into ghouls and persuading them to commit heinous acts themselves (Human Sacrifice, summoning demons to make Abominations, et cetera) in what he told them would be one final attempt to save the world by killing the two remaining Old Gods, but would actually contribute to its destruction by giving the Big Bad cannon fodder. When caught, he shows absolutely no remorse for this and mocks his victims for being stupid (that he's kind of right doesn't mean that he's not being cruel). His motive for this is personal power after his boss becomes a god.

Erimond is notable for having no redeeming qualities whatsoever. Cole can find something to sympathize with in Corypheus (he's a Fish out of Temporal Water desperately trying to make the world make sense again), who's already on the list, but not this guy, and every party member agrees that he's a tool.

By Dragon Age standards, his actions are particularly heinous, as even aside from the 'tricking people into turning their own guys into cannon fodder for the bad guy' thing, he breaks two major setting taboos regarding magic (dealing with demons and use of Blood Magic- and not even the Bad Powers, Good People kind, the kind that requires mass-murder to work), in a manner excessive even for the Tevinter Imperium. He knows his actions will lead to destroying the world, but he doesn't care.

I would suggest that Imshael the desire demon ... sorry, choice spirit would count as an example from the books and games that have featured him. He murders Michel if you make a deal, slaughtered nearly an entire Dalish clan in a variety of sadistic ways, and tortured the Red Templars while working for Corypheus.

Imshael functions as essentially a demonic Jigsaw, forcing people into making Sadistic Choices, but without the flimsy motivation of "making people appreciate their lives."

A pretty obvious example for Dragon Age 2: Sister/Mother Petrice wants to start a war with the Qunari, who have done nothing wrong, and doesn't care if she has to tear the whole city apart to do it. To do this she manipulates Hawke and their party so they'll be killed by Qunari warriors, leads them into a trap when that fails and goes so far as to murder the Viscount's son, an innocent man who fell in love with a Qunari.

Not even close to qualifying, so it's not obvious and she doesn't count.

I was half asleep, I'll delve into it more. She's convinced that the Qunari are a threat (historically they are enemies of the rest of the world) and that the Qunari are not being forthcoming about their reasons for being there (which they're not). She's closer to a Well-Intentioned Extremist (although skirts the Knight Templar line) and if you side with her over the Qunari she's at least loyal to you.

It's less she's concerned with the Qun being a threat to the city or to anyone's lives, she's convinced they're a threat to her bid to power through religion. Just thought I'd point that out, although I wouldn't know about siding with her as I'd never done it.

Is Ser Alrik really the only monster in Dragon Age 2? What about Fenris' old master, just off the top of my head?

Offscreen Villainy. Fenris' old master shows up for a single scene in the game and does nothing to stand out, with all of his truly henious deeds being told to the player by Fenris. To cut down on bad examples the qualifying actions have to be shown on screen (even if there's a Gory Discretion Shot involved).

Even then, from the picture Fenris paints all of the Teventer Imperium is pretty much like this, so his old master wouldn't stand out as truly henious since he's apparantly the norm.

Not really needed. You see, there's only one qualifying entry for DA2, and there's a minimum of three per subpage. The series is fine as is; and besides CM pages can accomodate for an entire series too, like Monster.Fallout for instance.
