It is a trope. Hair of Gold pretty much goes anywhere from "fair hair=good person" to "protagonist/hero who just happens to be a blond". This trope however, refers to characters who...well, it's Exactly What It Says on the Tin. Could be the hero is Hot-Blooded, could be a Sub-Trope of Law of Chromatic Superiority, or hell, maybe the author likes red hair.
Still, it's a trope.

It says on the main page that heroic redheads tend more toward lighter/red-blonde hair, while villains veer more toward darker/auburn hair. If that's the case, then couldn't a trope exist for Red Headed Heroes (and maybe villains too) whose hair color is a literal shade of red? I don't know, it seems like an idea.
