It guess it depends on whether you consider viewing the scenery from changing perspectives an aid or a hindrance.
Depends on camera angle, really.
For example, the pre-rendered sprites in the original Super Smash Bros should be really obvious when you pause and tilt the screen.
On the other hand, you're right...I can't tell if something like Yoshis Story is pre-rendered or not. (Which is it, actually?)

She's playing with fire! He's not ready for Nibbly Pig!Pre-rendered, but it doesn't look so bad because it's not trying to look 3D. But here (and in Donkey Kong Country), the pre-rendering makes the backgrounds look like paper cutouts. There's no depth.
That said, this game could use ASCII art for I care - it's still going to kick arse.

Also, I don't mind prerendered stuff in downloadable games one bit. It's a vastly shorter download. The fact that it gives a bit of a Retraux feel is bonus, whether or not it's on purpose.

Put another way, "Implying" is simply not good enough—if Sega really wants the fans to move on, they really just have to come out and say "Look, we fucked up on Sonic 2 K 6, we're gonna learn from it, we swear."
Lets just say this. Since Sonic Aventure 2: Battle, all the Sonic games (Bar the Advance triolgy/ Rush Cycle) have been mediocre at best (Heroes, Unleashed) poor or under average at best (Sh TH) or smoulding piles of doggy doo-doo (Sonic06). The fan base would be wary if the last decade just produced unsastisfactory games (Or atleast to them) I say the Sonic Teams best attempt at getting things right was Unleashed PS 360. The Day levels we awesome, the night levels were slow, repetitive and generally not fun to play, balencing it as mediocre, but a step in the right direction.
THIS game however looks like it's going to be awesome, So far, it's been cited that it plays like Rush/Advance 2 which is good for something still in the Late Alpha/Early Beta stage.
I'm having to learn to pay the priceSo on a hunch, I read Endri (that's the guy who purportedly has the game and is/was going to distribute it to people with developer Xboxes — has anything happened with that, by the way?)'s testimony a little closer, thinking that maybe, if he was just looking for his fifteen minutes of internet fame, he just extrapolated on things that could be seen in that minute-long leaked video.
...My conclusion is...inconclusive. It could go either way, really. He may have been able to extrapolate things like Casino Street looking like Casino Night (possible logic: "there's only the one blurry image to go off of, after all"), the triggers rotating the special stages ("if I say that, it'll seem different enough from the Sonic 1-esque special stage and thus sound more logical"), and the spin dash being weird ("because hey, so's the jump!"). Then again, maybe those are the sorts of things that wouldn't be immediately obvious to everyone else and were his honest discoveries while playing the game. I dunno.
Basically, my ultimate conclusion is that I suck at the Internet rumor machine. On the other hand, there seems to have been no information on the leaking-developer-copy front. Perhaps he lost his nerve?

I know this guy, and other (sane) guys in the community know him well, and we can all attest that he's very reliable in general. This is mostly why the constant accusations that he's lying or trolling annoy me.
Sorry, but I'll need more than the words of a friend/acquaintance before I start believing in this guy's account on the game. So far, everything this guy said about the game could either be observed in the leaked footage of the alpha build or outright made-up altogether.
