This is for discussing the actual jobs, ranks, training, culture, relations to military bodies that exist, and any other variety of topics that can arise pertaining to the World of Policing.
Its simply distraction by what aboutism.

Don't know about elsewhere) or, you know, the aforementioned bypassing of ordinary criminal procedures.
From your idea, it'd be better to split the groups into well, murderers and accessories thereof albeit with political motives (AQ, most domestic extremists) and insurgents/warlord armies that the UN/any given state can feel no guilt whatsoever in bringing the full force of international retribution against (Daesh).
Reason: In short, better to make these groups as mundane as possible in the eyes of the public. note Panic, rather fulfills the "terror" objective.
We have crimes done under "terrorist intent":
1. Intent to cause terror in the civilian population
2. Without right forcing a government or any part of it or an international organisation (EU, UN etc.) to do, tolerate or not do something
3. Without right toppling/damaging/threatening the legal structures, stability or cause particularly severe damage to the national economy or structures of society
4. Cause particularly severe damage to an international organisation, it's economy or other structures
So you can have things like a "murder with terrorist intent". A murder specifically meant to do one or all of the above. It barely gets used unless a link to a terrorist organisation or something similar is found.

McVeigh and Nicholas were two losers who got access to explosives. McVeigh was an SF washout. And the Olympics Park Bomber was an even bigger loser. No organized transnational group, no movement of money across borders and no state sponsors. Just three losers the world is better off without.
The lonewolf terrorists are a bit a a grey area - those "inspired" by ISIS / Al Queda / other loonies are not directly aided. So far they are an issue of law enforcement only.
Although one of AQ"s biggest thinkers did get a hellfire sendoff to the next world.
It's not just the "Christian Camps" - there were "boot camps", "wilderness encounters" and the dreaded "treatment centers" that were just hell houses.
Where law enforcement comes in - the juvie court system didn't do the troubled youth any favors. Google the "Cash for Kids" scandal for instance.
Of course the opposite can happen - New Mexico had the Springer "reform school" other wise known as "Club Springer" - two NM state troopers were in charge of 50 boys at one time. That was a recipe for reform.

Was at the courthouse in Lancaster paying a fine when I overheard a couple of LPD cops chatting with a State Trooper about these guys, and evidently the Trooper had pulled over a few who even had Republic of Texas license plates and everything.
No driver's license, naturally.

Inter arma enim silent legesThe New Mexico State Police PT test is harder than the USMC. On the flip side, a small down in southern NM was famous because their police chief couldn't pass their PT test - 30 pushups/situps and a 1.5 mile run in 18 minutes.
I was living in Jacksonville when I looked up the JSO (Jacksonville Sheriff's Office), they like a 4 year degree, but they'll accept at least five years of employment with an associates degree.

Who watches the watchmen?I have almost a year to get ready. By then if I keep up with the training I've been doing the past 4 months I'll be able do run that in 10 minutes or less and do the other physical requirements seamlessly.
However studying military and civil criminal codes is being a bit painful, not because it is hard to understand, but because how mind numbing extensive it is.
Though that isn't the goal, having a regular exercise scheme is doing wonders on my mood and looks, that that they weren't bad but jumping from 1800m in 12 minutes to 2400 in less than 12 really shapes anyone up.
