A report by the Royal Malaysian Police's Special Branch suggests that 80% of Malaysian security and law enforcement personnel in charge of border security is corrupt.

Boston has made a new effort towards transparency in police shootings by meeting with community and religious leaders to share information and video footage after the fact. Could this become a new national standard?

The new video involved a terrorism suspect, Usaama Rahim, who authorities say threatened retreating officers with a military-style knife on Tuesday before being fatally shot. The footage, community leaders said a day later, contradicted the contention by Mr. Rahim’s brother, an imam named Ibrahim Rahim, that he was shot in the back while talking to his father on the phone.

Darnell Williams, CEO of the Urban League of Eastern Massachusetts, declared after watching the video that Rahim “was not on a cellphone and was not shot in the back.”

In Britain — Home Office making police cuts without understanding, National Audit Office report says

The Home Office has been accused of making deep cuts in policing without understanding how it will affect the public in a highly critical official auditors’ report. The National Audit Office has also concluded that civil servants as well as forces in England and Wales do not have a clear understanding of the demands placed on them or the factors that affect their costs.

The NAO’s findings come weeks after Theresa May, the home secretary, accused the Police Federation of crying wolf about the impact of austerity as she warned rank-and-file officers to brace themselves for fresh cuts.

Auditors set out to assess the forces’ financial sustainability. Their report concluded: “The [Home Office] has insufficient information to determine how much further it can reduce funding without degrading services or when it may need to support individual forces.”

They noted that the police watchdog HM Inspectorate of Constabulary (HMIC) provides regular information on policing, checking and verifying data provided by forces through inspections.

The report added, however, that this was insufficient information to “identify signs of the sector being unable to deliver services, unclear links between financial reductions and service pressures, and limited data on police productivity.”

The Home Office should build on an ongoing review of funding formulas for police and adopt an approach “that takes account of forces’ local circumstances more fairly”, the report recommended. Although statistics show crime falling since 2010, police forces were said to have an “insufficient understanding of the demand for services” and “will need to transform the service they deliver if they are to meet the financial challenge and address the changing nature of crime”.

Forces have successfully reduced costs but most “do not have a thorough evidence-based understanding of demand, or what affects their costs”, the report said. “It is therefore difficult for them to transform services intelligently, show how much resource they need, and demonstrate that they are delivering value for money,” it added.

Auditors have examining official figures and found that funding for forces has been cut by £2.3bn, or 25%, between 2010-11 and 2015-16.

Overall, the amount handed to police and crime commissioners (PC Cs), who set budgets in most of the 43 forces, fell by 18% in real terms over the period when local council tax receipts received by forces were included. The total available to individual forces fell by between 12% and 23%. Separate figures show the number of officers fell by 16,659 between 2010 and 2014.

Financial reserves across all forces with comparable data have increased by 35% in real terms between 2010-11 and 2013-14, the report said, but stressed that “this is not necessarily a sign of financial health”.

It's got to the stage where the Sussex Police Federation has launched an anti-cuts campaign, which states that further cuts will risk public safety.

Because cops think that behind every black person's eyes lies an infinite well of berserker strength, and all it takes is a light spark before you have an unstoppable behemoth of destruction lumbering down upon you.

It's stupid and bullshit, but it's a popular enough idea that there's even a word for it. Actual lawyers have tried to build cases around the idea that sometimes black people just go off and brutalize folks because being an oppressed minority has psychologically damaged them.

Achae: Hey that is only because no one wants to live here. Seriously most of states population is in two cities on the eastern end of the state. Given the recent problems with Police in Lincoln and Omaha over the past few years I am surprised the count isn't a bit higher.

Although it's true some people can go berserk at the slightest threat, but that usually comes from anger-management issues or an certain category of neurological disorders rather than being a long-term victim of heavy-handed racism.

It's true that some people can be incredibly dangerous when they fly off the handle, but this is thoroughly unrelated to their position in society.

Looks like they since shot through the assailant's armoured van windscreen and believe he's now dead. They're sending in a bomb disposal robot to investigate if the vehicle is rigged to explode (or, assumedly, has a wounded yet homicidal dude hiding in the footwell).

I played 5 Nights At Freddy's for the first time today. Couldn't help but be reminded of that when I thought about the person manning the robot and looking through its camera. Hope he's tensed for a jump scare.

This is probably the first few cases of police stations being directly attacked in first-world countries ever since... the Cold War.

Looks like the suspect opened fire on officers because of his disgust at the criminal justice system with a child custody case.
