Y'know, now that I think about it, I don't think I should propose Superdictionary!Lex as an MB. His motive is petty, especially since he could have just bought them, and, let's be honest, stealing forty cakes is just too evil for the MB trope.

What is the work?
Heavy is Dead is a Team Fortress 2 fan animation by Antoine Delak (of Gorgeous Freeman fame) where the Heavy was enjoying a good day of being not dead when suddenly-POW! Heavy is dead!
Who is the BLU Engineer and what has he done?
The BLU Engineer is the reason why the Heavy is dead. He shot Heavy with his gun then, when the Spy showed up, he threw away the gun and feigned both innocence and ignorance when the Spy asked why the Heavy is dead. A charade that he managed up until the Demoman pointed him out as the murderer, though it turned out Demo was joking. While he did have a small Villainous Breakdown, he managed to regain his composure enough to proudly confess he was the one that killed Heavy.
Then, when he least expected it, Heavy killed the Engineer
Is he magnificent?
He managed to keep up with the zaniness of the RED team long enough to avoid any suspicion.
Is he a bastard? Too much?
He killed Heavy because Heavy was fat and ugly. But he was genuinely shocked when Demoman killed the RED Sniper for a joke so maybe his murder of Heavy isn't that petty nor too bastardly in comparison.
Final Verdict
Little iffy on the motive but I say he makes it.

Who is Roger the Frog? What has he done?
Roger the Frog is one of Andy the Frog's friends alongside Millie and Billie. Roger is immediately introduced as a child predator who was arrested for possession of tadpole porn, solidifying him as a horrible person right out of the gate. When Andy finds the most beautiful frog he's ever seen later in the story, Millie and Billie agree that she's gorgeous, while Roger claims she's "a bit old for my taste" (classic Roger!), further proving he's nothing more than a deviant.
Mitigating factors?
He's supposedly "friends" with Andy, yet is never shown doing anything particularly friendly with him on-screen and his only interaction with him as him cruelly insulting Andy's crush by claiming she's too old, meaning this "friendship" can pretty safely be dismissed.
Heinousness?
The only other character in the story who may compete in heinousness is the Crocodile (a predator who sadistically taunts Andy before eating him alive), who may receive an EP of his own in the future. Besides that? No one comes close.
Final verdict?

The ugly barnacle is a character we're introduced to in "Something Smells". As explained by Patrick, the ugly barnacle was so hideous that he was a genocidal maniac, killing everyone in the vicinity.
Mitigating Factors?
The ugly barnacle is only told in a story, but it's by Patrick, and Patrick is a smart character with no reason to lie to us.
Some may interpret the ugliness to be in terms of appearance, but it's definitely saying that the barnacle was so ugly on the inside, so vile and cruel, that his ugliness resulted in everyone dying.

Katamari, a game series by Namco where you roll up various stuff into a ball. Specifically, We Love Katamari and Katamari Forever.Who is Cowbear and what have they done?
Ok, so. What is a "Cowbear", you may ask? Well, when a cow and a bear love each other very much... however, this vile beast has no love or any other positive qualities in its heart. Cowbear is, as the name implies, a mix between a cow and a bear, and one of the "items" that can be rolled up in the Cows and Bears stage. Now, don't be fooled, this silly-looking creature is in fact PURE EVIL. Want to roll it up and complete your collection? Good luck, because you'll need it. You'll have to roll up almost everything else in the stage to get big enough, BUT you'll also get kicked out if you roll up the smallest cow or bear-related thing... which the stage is full of, probably placed by the bastard Cowbear. As if that wasn't enough, it has two big (but smaller than itself) bear bodyguards following it all the time, trying to block you from it! There's also just not enough time to grow big enough while also carefully avoiding everythingEverything combined makes it very likely you'll have to retry its stage again and again, wasting the Prince's (or whatever cousin you're playing), and with that, the player's time, filling you with rage and frustration, in a particularily evil example of fourth-wall breaking.
Also, consider that only rolling up the Cowbear gives you the highest stage score. Could this be the King realizing you're sealing away a great evil? Seems likely!
Any redeeming qualities? Freudian Excuse?
Not at all! We don't see or hear any reason it does these awful acts except, presumably, to to be an asshole.Heinous Standard
Now, you may think, Katamari isn't exactly a series known for its extremely evil, irredemable villains. And you'd be right... with this one exception. Sure, some characters can be jerks, but none of them reach the absolute level of Cowbear's horribleness.Final verdict?

Zapp Brannigan is a 25-star general and commander of the DOOP army, as well as a natural at karaoke.
Is he magnificent?
His strategy of sending waves of men to die until the opponent just runs out of ammo is unparalleled, and despite his alleged losses, he still hasn't actually lost his job more than once. He is responsible for the thorough licking of the balls at Spheron 1, earned a self-awarded medal after leading an assault on the Spiderians, and he twice made love at Turanga Leela, living out the fantasy of 99% of Futurama viewers. He even managed to successfully trick her into an elaborately-staged Adam and Eve Plot.
Is he a bastard?
His victories come at the expense of thousands of dead soldiers, but they're background characters so it's probably not too serious. He has elicited many a weary sigh from his assistant Kif, particularly when it comes to the shaving of his body, and also screwed Kif's fonfon ru while Kif was dead. He's also unfairly cruel towards neutrals, but they don't feel strongly about it.
Final verdict
I say pop the cham-paggen and list Zapp Brannigan as a magnificent bastard.

Pokémon Diamond and Pearl are the first games in the fourth generation of Pokémon. While Cyrus — leader of the evil Team Galactic — does attempt to destroy the universe and remake it in his image, he has redeeming qualities and a Freudian Excuse. Never mind the fact that Volo from Pokémon Legends: Arceus also attempts this heinous act without any mitigating factors — as well as additional crimes and less resources. But the character I'm about to speak of is so heinous, we'll have to cut Volo from Complete Monster if they get approved.
Who is Mindy and what has she done?
Mindy is a Pokémon trainer living with her boyfriend in Snowpoint City. When the protagonist arrives at her house and talks to her, she offers to trade a Medicham for her Haunter, Gaspar. Medicham can be found at the Acuity Lakefront just west of Snowpoint City, and Haunter evolves into the powerful Gengar when traded — sounds like a great deal!
So the protagonist trades her a Medicham for Gaspar, and...the Haunter doesn't evolve into a Gengar. Mindy put an Everstone on her Haunter to prevent it from evolving when traded. And then she taunts the protagonist (a child, mind you) over this:
Any redeeming qualities? Freudian Excuse?
None. While Mindy's boyfriend compliments her on her vivacity and charm, it's unknown if Mindy has any feelings for him. Mindy also promises to be good to the Medicham the protagonist trades her — but given her deceitful nature, this is most likely a lie.
Is she bad enough?
She scammed the protagonist out of a Gengar. That's far more heinous then Cyrus and Volo's attempted destruction of the universe could ever be! The only character in the game universe I'd say could rival her is Bagin, but he's unique enough from her that I'll be giving him his own effortpost soon. Probably. Maybe. Don't count on it.

Actually I'm not sure Mindy outdoes Bagin in heinousness. While Mindy cruelly deceives and mocks you, Bagin outright threatens you with death if you don't fork over your money, telling you an extra item could mean the difference between life and certain death. Therefore, on top of repeated extortion (as opposed to Mindy's one-time trade), Bagin puts more lives at risk than Mindy does, even though a Haunter is a toxic creature and giving it to a child could also be sort of a covert death threat.

The Wedding Bride is a heartfelt romantic comedy with two sequels and a short-lived musical adaptation. It follows the sympathetic Stella in her quest to become a wedding bride.
Who is the character?
Jed Mosely is Stella's fiance. He is the self-proclaimed "most powerful and corrupt architect in New York City," and shows no respect for Stella, Tony, or other human beings, not even underprivileged children. He's obsessed with lame red cowboy boots, proposed with a toy he stole from a child, and is a lousy lover to boot.
Heinousness? Mitigating factors?
Jed is without a doubt the most heinous character in the movie. Tony is a sweet guy who mentors underprivileged children in karate and fights for Stella's heart, while Stella is just looking for love. Jed clearly doesn't care about Stella, and openly wants to ruin her life and career by making her move away from New Jersey. He also mistreats his friend Narshall. While he is a laughably clumsy man, he's also evil to the core, to the point you're grateful that he's not based on a real-life guy.
Final thoughts?
Ted Jed Mosely is definitely a Complete Monster.

How I Met Your Mother is a controversial sitcom on the basis of how it originally ended.It's about a guy who tells his kids, the story of how he met their mother, but it really comes off as the story of how he has the hots for their honorary aunt.
Who are Penny and Luke Mosby and how do they operate?
So, Ted Mosby sits and tells this shaggy dog story of how he met the late Tracy Mosby.
As Ted is telling the story, Penny and Luke constantly makes sarcastic remarks in order to bait him into continuing the story, hoping that he will come to the conclusion that he needs to move on from his grieving.
At the end of the story, they reveal that they believe Ted to be infatuated with Robin Scherbatsky, their honorary aunt. Ted is initially resistant to this suggestion, but Penny and Luke strongly encourage him to make a move, culminating in him, stealing the blue French horn for possibly the final time.
Are they intelligent and charismatic?
They're audience surrogates. They have a tendency to pick apart things within the story that don’t make sense. They exploit this in order to eventually manipulate their dad into a new relationship.Are they morally flexible?

Doctor Aphra is star Wars comic about titular character. While titular doctor already count, there is one member of her team who has been overlooked.
Who is Triple Zero?
Old droid from same series as C-3PO. However triple Zero turned to be torture loving rebel, throught just as polite. Deactivated his conciusnes survived until it was retrived by doctor Aphra, he and BF-1 serve as Aphra’s team mates. Hovewer Trip has bigger plans, when Aphra sets up auction for ancient Crystal contaying copies conciusnes of Rur(leader of misterious Ordu Aspectu), Trip sabotages it and lets Rur run wild and calls Darth Vader. All in bid to get Aphra to release him and BF, it works.
Some time later they (mostly Triple Zero) take over criminal syndicate of Six Kin, even getting Aphra to work for him, terified of going against him. Aphra nonetheles succesfully escapes on the mission, long story short Aphra and Trip get stranded and law loving planet of Milvaynr by doctor Evazan, who has them straped together so the would explode of the get to far. Triple Zero continues to snark to Aphra until they get free, even looking directly into Camera Evazan and his partner Ponda Baba used to watch them, freaking them out.
Long story short two droids are back in Aphra’s service and left on the thropical planet, so that if anybody searched for aphra they would met them instead. As Sana Staros and some of Pahra’s other exes search for way to free her from ancient Force imitating artifical Intelligence, two droid are having time of their life killing Crimson dawn agent sent after them
At this point they are stuck in service of Spark Eternal (abowe mentioned AI) and trip continues to be a snarky, torture loving assistant.
Is he magnificent?
He is hillarious droid who succesfully out,arts doctor aphra and continues to do his own schemes.
Is he evil?
He is torture happy droid whose favorite hobby is torture.
Conclusion?
Long awaited yes.

Yes as none of the main characters even consider her as being the killer until the end of the game. Even when they finally suspect something, they hardly could believe it.

I mean, she kills people. However, her love for her "big bro" prevents her from being too evil.
