It's a type of toy, like action figure or building blocks (which is closest represented with Built with LEGO). If anything, it's probably on the level of a genre of toys.

Changing to Useful Notes or Genre (using the Main namespace and would index works in the genre) both seem like good ideas.

I think a distinction should be made between, say, a GI Joe as a toy, which has a theme and backstory and associated media, and a teddy bear, which really is just the generic object. I think this page makes much more sense as either a Useful Notes page, or a genre of toys.

The relevant "genre" of toy for the GI Joe toyline would be, what, "action figure"? (For other genres, there's potentially also "toys-to-life," dolls, baby dolls, toy cars, LEGO-esque building blocks, etc.)
I think it would be interesting for the Toys/ namespace to have genre pages, but the problem there is sheer number (imo). There's only a hundred or so works pages in Toys/, and so the relevant question here would be: "Are there enough works pages in Toys/ about teddy bears to create a non-stub genre index?" Because if it's a genre page, then we can't inflate it with a "teddy bears in media" section. I suppose we could start it off short and encourage people to create new pages for the sake of the namespace and index...?
I don't think this would be a useful Useful Notes page. This isn't exactly something writers and creators need to do research on in order to better portray something in media...

The article seems to be a trope or a Useful Notes page in disguise. All the tropes listed are general, except Color-Coded for Your Convenience which references Care Bears, which means it's just taking an example from another work with its own page. If a work page doesn't have any clear, independent examples, should it really be a work page?
On the Related To page, I checked the first ten wicks, minus Completed Namespace Migrations. Of these, both Beary Funny and Beary Friendly reference it in the page description as if it's a trope or a Useful Notes page. It's listed as a trope in Among the Sleep, and the other seven pages reference it in trope examples as if it's a trope. Typically, a work page has its own examples on trope pages, but the whole sample I got shows it's not being used that way.
Nobody owns the idea of a Teddy Bear. This page is to Toys what a Film.Horror Movies page would be to movies. That alone puts it on flimsy territory, and I think this should be fixed.
